Culling is such a violent word and it reminds me of whales being culled and the blood letting. I am sure you see the results of plenty of the aftermath of violence in your line of work. But above all never mention the unavailability of economic easily accessed alternative accommodation which not only makes exit from that situation difficult, but forces partnership in order to get there in the first place.
